I have a script in the DOS shell that I used for this, you can add more to it to cd into folders etc and get files. You can automate the connection in a batch but that is all. Other clients can do exactly what is asked such as only download new or updated files and run on schedule. It's a pretty complex task to implement with Windows batch-file and the built-in FTP client ftp.
